Liviu_Stirbat

Liviu Stirbat, born in 1983 in Bucharest, Romania, is Deputy Head of Unit for Better Regulation in the European Commission’s Directorate-General for Research and Innovation. In this capacity, he was responsible for the Interim Evaluation of Horizon 2020, the EU Framework Programme for Research and Innovation, and for the Impact Assessment of the successor Programme post-2020. His team is also responsible for monitoring the performance and impact of EU support to research and innovation, and for the operationalisation of the Innovation Principle.

Liviu joined the Commission’s Research and Innovation department in 2011, first as a policy expert on knowledge transfer, and afterwards as assistant to the Director for the European Research Area and innovation. Prior to working for the EU, Liviu worked for the OECD in Paris on labour economics, migration and education, and for the Work Bank in Laos, on trade facilitation and export survival. He has an academic background in astrophysics and public policy evaluation.
