The pressure for Research Impact Assessment (RIA) is getting strong for mission-oriented public research organizations, as they must often address complex societal challenges, and prove their achievements to a diversity of audiences. In this context, RIA must not only respond to accountability imperatives or advocacy needs, but also foster analysis and learning processes at different organizational scales, while possibly also contribute to research governance. Yet institutionalizing impact assessment in a research organisation raises key challenges, including:

  • Methodological issues (including attribution, metrologies to assess non-economic impacts; judgment procedure, additionally …)
  • Implementation issues (including time lag, unit of assessment, evaluation costs and researcher engagement)
  • Balancing the different objectives assigned to RIA (accountability, advocacy, analysis and learning, research governance)
  • Optimizing the usefulness of RIA for management purposes

While there have been recent developments in the research field regarding RIA, practitioners face challenges, which are often unaddressed. This session aims at discussing these issues, drawing on the experience developed at INRA with the ASIRPA methodology.
